Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: positive announcements are issued from multiple capitals. Immense energy is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a ability enabled by current data. From observation points, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely delivered by partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly gives way to sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Not long after, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its objective.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's vital need on Western support – a dependence that European nations are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, certainly, persist.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a entire defensive failure until conditions improve in its benefit.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
